Charge at the gap with your boost active and push through into a smaller, sheltered opening. From there, locate a grapple point and pull yourself upward. Keep following the route until the area opens up into Fallen Mound. That name matters, because the upgrade is buried deep inside this windy section.

At the next wind-blocked section, look across and you should see a device that can be activated with your Blaster's Ion attachment. Aim at it until the sight turns red, then fire several shots to activate it. The wind drops for a few seconds, which is just enough time to run forward and crouch behind the large rock in the center while still facing the device. When the gusts return, that rock protects you. Activate the device again, wait for the lull, and then move through the narrow gap in the rocks on your left. Once you are through, you are safe from the wind.
Inside the next large room, another strong gust blocks the way. Look to the right of the wind and you'll see a second device. Use the Ion attachment on it the same way, then cross to the left side of the room where the control panels are located.
The Two-Lever Door

You need to command Nix to pull one lever while you interact with the other at the same time. If you try to do them one after the other, nothing happens. Simultaneous input is the trick. In the next room, loot the chests, take the path to the left, and move through the next set of doors.
